Monitoring of the implementation of electoral promises of the Government and Local Self-Government units

Are the promises made in your municipality being fulfilled?

Monitoring election promises and measures undertaken by local authorities allows citizens to see what has been delivered, what is still in progress, and where progress has stalled. In this way, the process helps strengthen transparency and accountability at the local level, while providing citizens with verified information they can use to demand that commitments are fulfilled and to advocate for the needs of their communities.

Monitoring has been conducted since 2020. In its fifth cycle, covering the 2026–2027 period, eight civil society organizations are monitoring 27 measures across 16 municipalities: Bitola, Chair, Centar, Delchevo, Gostivar, Kichevo, Kisela Voda, Kochani, Krivogashtani, Prilep, Shuto Orizari, Struga, Studenichani, Tearce, Tetovo, and Vevchani.

This monitoring cycle runs from April 2026 to June 2027, with data collected and published on a quarterly basis. For each selected measure, civil society organizations track progress against predefined criteria and regularly assess its stage of implementation.

To make the results easier to understand, a traffic-light system is used: green indicates that a measure is in its final stage, yellow indicates that concrete activities are underway, while red indicates that implementation has stalled.

The collected data are presented in the online Monitoring Matrix, which allows users to search and explore measures by municipality, thematic area, responsible civil society organization, and implementation status.
