Each operator is required to submit quarterly reports on implemented activities and comply with the media plan submitted as part of the application. The exact date of signing the agreements is not specified; it is only indicated that they were signed in June.

The Municipality of Centar demonstrates a willingess for open to communication and cooperation regarding the monitored measure. During the reporting period, two work meetings were held with the NNWW monitoring team. The first meeting took place on April 20th 2026, between the President of NNWW Olivera Eftimovska, Mayor Goran Gerasimovski and the Mayor’s Chief of Staff. The second meeting was held on June 30th 2026, between the monitor of the Municipality of Centar, Zorica Siljanovska, and the head of the Department of Social Work.

III. Citizen participation in decision-making
3.1Citizens are involved in decisions related to the implementation of the measure Yes

According to the Municipality, consultations were organized during the pre-election period, six months prior to the adoption of the Program. However, no additional information was provided regarding the format of the consultations, the number and profile of participating citizens, or the method of their involvement. 3.2Citizens have initiated participation in decisions related to the monitored measure No

The measure was not discussed during sessions of the Council of the Municipality of Centar; therefore, no citizen participation was recorded on this basis. Within the monitoring period, no other forms of proactive citizen involvement related to the implementation of the measure were identified. According to the findings from NNWW's field questionnaires, which covered 92 residents of the Municipality of Centar, 65.2% of respondents stated that they had not heard about the social services provided by the municipality, while 59.8% stated that they had not noticed any information, announcement, or activity related to the municipality’s services during the previous three months. Among the respondents, 63% were women and 37% were men. Only 8.5% of respondents were young people aged 18–29, while the largest represented age group was respondents aged 30–50, accounting for 41.3%.

3.3.1Public assemblies, debates and forums No

During the reporting period, no public gatherings, debates, or forums were recorded. This is expected, considering that the implementation of the measure had not yet commenced during the quarter. Findings from NNWW's field questionnaires show that 57.6% of respondents had never attended an event organized by the Municipality, while 42.4% stated that they had attended such events. Among those who had participated, the majority reported attending other types of events, while a smaller number had attended public forums, public discussions, open days, or meetings with citizens. Most respondents indicated that they receive information about municipal programs and measures primarily through Facebook (43.5%), friends and acquaintances (38.5%), and local media (23.3%), while only 11.95% identified the Municipality’s official website as a source of information.

3.3.3Municipality open days No

The Municipality does not have a formally established “open day” during the week. Citizens have the opportunity to directly contact the relevant municipal services on any working day for information, inquiries, and consultations. This approach represents an established practice across all sectors of the Municipality, with the exception of the Urban Planning Sector. Findings from NNWW's field questionnaire show that only 10.45% of respondents who had attended an event organized by the Municipality of Centar stated that they had participated in an open day, indicating that this form of direct communication is used to a limited extent.
