The measure was published in Official Gazette No. 14 of December 29th 2025 within the Program for Activities of the Municipality of Gostivar in the Field of Equal Opportunities for Women and Men for 2026. At the moment, the measure cannot be implemented due to the malfunction of one of the mammography machines.

According to the latest information received from the Municipality, no activities related to the implementation of the measure had commenced. The measure has been implemented continuously for approximately seven years, indicating an ongoing need for its implementation. It is intended for women over the age of 50, as well as women under 50 with a relevant medical history. According to the Municipality, approximately 70% of beneficiaries are Albanian, 20% are Macedonian, and 10% belong to other ethnic communities.

The municipality is open to cooperation and holds meetings when there is expressed interest. To date, no interest from citizens has been recorded regarding this measure, except for a meeting held on April 22nd 2026, between NNWW President Olivera Eftimovska, Mayor Valbon Limani, and representatives working on the Program for Equal Opportunities for Men and Women. During the meeting with municipal representatives, no specific information was provided regarding formal consultations with citizens during the development of this measure. However, this measure has been implemented continuously for approximately seven years, indicating an ongoing need for its implementation.

3.2Citizens have initiated participation in decisions related to the monitored measure No

During the reporting period, no citizen requests for meetings, consultations, petitions, initiatives, or other forms of participation related to the measure were received. No other forms of proactive citizen involvement in the implementation of the measure were recorded. According to the questionnaire’s findings, this may be related to limited awareness of the measure. Specifically, 54% of respondents had not heard about the availability of free mammograms, while 79.4% stated that they had not noticed any related information or activity during the previous three months. The survey was completed by 67 respondents, of whom 68.7% were women and 31.3% were men. Regarding age distribution, 11.9% of respondents were aged 18 to 29, 46% were aged 30 to 50, 33.3% were aged 51 to 65, and 10% were over 65.

3.3.1Public assemblies, debates and forums No

During the reporting period, the municipality did not organize any public events related to the measure. A panel discussion is planned for October, otherwise also known as breast cancer awareness month.

3.3.2Possibility of electronic participation via mobile apps, website, online forms, etc. No

According to information provided during the meeting with municipal representatives, the Municipality provides opportunities for electronic participation and communication through its website and digital channels. However, citizen interest and engagement in using these mechanisms remain very low. This applies generally to municipal programs and is not specific only to the monitored measure. Findings from National Network of Women for Women’s (NNWW) survey confirm this, showing that most respondents receive information about programs and measures of the Municipality of Gostivar through Facebook (57.1%), friends and acquaintances (36.5%), and local media (36.5%), while only 14.3% identified the Municipality’s official website as a source of information.

3.3.3Municipality open days No

During the meeting, it was not clearly established whether the Municipality organizes open days, however, it remains available for open communication with the citizens. The results of the field questionnaire conducted by the National Network of Women for Women (NNWW) show that only 17.3% of respondents who had attended an event organized by the Municipality of Gostivar stated that they had participated in an open day. However, this participation was not related to the specific monitored measure.
