The Public Procurement Plan of the Public Utility Company Komunalec includes three procurements monitored under this measure: the successive procurement of plastic household waste bins, semi-underground containers, and 1.1 m³ and 5 m³ metal containers. Preconditions include preparing technical documentation and micro-locating sites for semi-underground containers in urban areas; obtaining the necessary excavation approvals from the Urban Planning Department of the Municipality of Prilep, including verifying existing utility installations before digging; and conducting a geospatial study of existing waste collection coverage to identify optimized routes in urban and rural areas.

Field teams from the Public Utility Company Komunalec are conducting on-site assessments in rural areas of Prilep to identify gaps in waste bin coverage and optimize transport routes. Field inspections of potential underground excavation locations in the central city area have also commenced, including checks of existing underground infrastructure. The activities are being implemented in line with the program.

Both institutions have active official websites providing information related to waste management in Prilep. Komunalec Prilep also maintains a highly active Facebook page, regularly informing the public about its activities, cleaning actions, and the procurement of new municipal equipment and household waste bins. The published information mainly covers three areas: infrastructure and equipment, field activities, and new digital environmental services.

An official interview and statement were organized with the Mayor of Prilep and the Director of Komunalec for local media during the reception of household waste bin donations from EBRD and SECO on June 20th 2026. During this quarter, the Municipality also participated in a round table discussion and a press conference related to the measure. III. Citizen participation in decision-making
3.1Citizens are involved in decisions related to the implementation of the measure No

No formal consultations or meetings with citizens were held during this quarter. During a meeting with the Director of Komunalec Prilep, it was noted that, as the process is still in the preparatory phase, citizen consultations have not yet been initiated. Additionally, for the waste collection measure, Komunalec monitors citizen reports and information shared through social media and responds to identified issues, including those outside the regular collection schedule.

3.2Citizens have initiated participation in decisions related to the monitored measure Yes

No written requests, petitions, or civic initiatives were officially submitted to the Municipality or Komunalec during this quarter, and citizens did not participate in municipal council sessions related to this measure. However, citizens actively use digital platforms to report issues by sharing photos and videos of overflowing waste bins or illegal dumping sites in Facebook groups, such as “Moj Prilep,” and tagging responsible officials. Komunalec often responds through comments with “before and after” photos, demonstrating the cleanings of reported locations.

3.3.1Public assemblies, debates and forums Yes

During this period, a field meeting with 20 citizens was held on May 20th in the Municipality of Prilep, initiated and organized by LAG Agro Leader. The meeting focused on the measure and included discussions on young people’s perceptions of municipal waste collection services, including service regularity, territorial coverage, and efficiency. The participants were young people aged 18–29.

3.3.2Possibility of electronic participation via mobile apps, website, online forms, etc. Yes

The Municipality of Prilep provides an option on its official website for citizens to report issues related to the measure. Through this electronic reporting system, citizens can submit reports on various issues, including potholes, illegal construction, abandoned vehicles, streetlight requests, and lighting defects. However, no specific electronic reporting mechanism dedicated to this measure has been identified.

3.3.3Municipality open days Yes

Every Thursday, the Municipality of Prilep organizes an open day for meetings with citizens; however, there are no such days specifically addressing the waste collection measure. Open days are attended by an average of 15–20 citizens. During these meetings, citizens and community representatives have reported specific locations lacking waste bins, mainly in suburban and rural areas. These requests are being reviewed by Komunalec field teams and have been incorporated into the priority distribution plan for the 8,318 new waste bins received through the EBRD/SECO program.

The findings presented are based on discussions with representatives of the Municipality of Prilep and the Public Utility Company "Komunalec."
