During November and December 2022, within the framework of the “Support to Electoral Reforms in North Macedonia” project, the mobilizers appointed by civil society organizations that implement innovative initiatives, monitored and collected data on 25 pre-election promises in 19 municipalities. The obtained data are presented through the monitoring matrix on the project website, available at https://electoralsupportprogramme.mk/en/monitoring-matrix-2022/.
The following summarized conclusions can be drawn from the data so far:
- Regarding the status of the monitored pre-election promises that were included in the programs of the municipalities in 2022 in 40% of the monitored promises, the realization of specific activities has started and in the same proportion, initial results of the implementation can be seen. However, there remain 60% of the pre-election promises that are the focus of monitoring, and for which no public data is available on the status, that is, for which the municipalities have not yet started implementation.
- Regarding the transparency and accountability of the municipality for the monitored promise, a high percentage of 60% haven’t shared information about the status of the monitored promise on the municipality website.
- Regarding the mechanisms used by the municipality to ensure the involvement of citizens, the most frequently used mechanism of the municipalities is the open days of the municipality (60%), while specially organized public gatherings, debates or forums are used for 30% of the monitored promises.
