{"id":818,"date":"2021-02-10T14:59:50","date_gmt":"2021-02-10T14:59:50","guid":{"rendered":"https:\/\/electoralsupportprogramme.mk\/?p=818"},"modified":"2021-02-10T19:41:05","modified_gmt":"2021-02-10T19:41:05","slug":"en-trainers-and-practicioners-for-academy-for-public-policy","status":"publish","type":"post","link":"https:\/\/electoralsupportprogramme.mk\/sq\/en-trainers-and-practicioners-for-academy-for-public-policy\/","title":{"rendered":"TRAJNER\u00cb DHE PRAKTIKUES P\u00cbR AKADEMIN\u00cb P\u00cbR POLITIKA PUBLIKE"},"content":{"rendered":"<p>I. <strong>Historiku<\/strong><\/p>\n<p>&#8220;Mb\u00ebshtetja ndaj reformave zgjedhore n\u00eb Maqedonin\u00eb e Veriut&#8221; \u00ebsht\u00eb projekt i Agjencis\u00eb Zvicerane p\u00ebr Zhvillim dhe Bashk\u00ebpunim (AZZhB), e implementuar nga Fondacioni Nd\u00ebrkomb\u00ebtar p\u00ebr Sistemet Zgjedhore (FNSZ) dhe partneri i tij K\u00ebshilli Rinor Nacional i Maqedonis\u00eb (KRNM).<\/p>\n<p>Objektivi i p\u00ebrgjithsh\u00ebm i projektit (q\u00ebllimi) \u00ebsht\u00eb t\u00eb mb\u00ebshtes\u00eb proceset demokratike dhe t\u00eb besueshme zgjedhore q\u00eb leht\u00ebsojn\u00eb pjes\u00ebmarrjen politike dhe integrimin shoq\u00ebror duke u mund\u00ebsuar votuesve t\u00eb zgjedhin lirisht p\u00ebrfaq\u00ebsuesit e tyre dhe t&#8217;i mbajn\u00eb ata p\u00ebrgjegj\u00ebs.<\/p>\n<p>Aktivitetet e projektit jan\u00eb krijuar p\u00ebr t\u00eb mb\u00ebshtetur k\u00ebt\u00eb objektiv p\u00ebrmes arritjes s\u00eb tre rezultateve:<\/p>\n<ul>\n<li>Rezultati 1: Institucionet e forcuara kryejn\u00eb procese zgjedhore t\u00eb drejta dhe efikase<\/li>\n<li>Rezultati 2: Partit\u00eb politike t\u00eb demokratizuara brenda vendit paraqesin politika t\u00eb orientuara ndaj qytetar\u00ebve dhe programeve zgjedhore<\/li>\n<li>Rezultati 3: Qytetar\u00ebt e fuqizuar i mbajn\u00eb p\u00ebrgjegj\u00ebse partit\u00eb politike dhe zyrtar\u00ebt e zgjedhur<\/li>\n<\/ul>\n<p>P\u00ebrfituesit e projektit jan\u00eb trupa t\u00eb menaxhimit t\u00eb zgjedhjeve n\u00eb t\u00eb gjitha nivelet; agjenci qeveritare si Ministria Shoq\u00ebris\u00eb Informatike dhe Administrat\u00ebs, Agjencia p\u00ebr Sh\u00ebrbime Audio dhe Audio-Vizuale Mediatike, Enti Shtet\u00ebror p\u00ebr Statistik\u00eb, Avokati i Popullit, Enti Shtet\u00ebror p\u00ebr Revizion, Ministria e Pun\u00ebve t\u00eb Brendshme, Ministria e Drejt\u00ebsis\u00eb; partit\u00eb politike, organizatat e shoq\u00ebris\u00eb civile, votuesit dhe qytetar\u00ebt.<\/p>\n<p>Projekti filloi zbatimin e tij n\u00eb gusht 2019 dhe pritet t\u00eb p\u00ebrfundoj\u00eb n\u00eb qershor 2023.<\/p>\n<p>&nbsp;<\/p>\n<p><u>Rreth Akademis\u00eb p\u00ebr Politika Publike (APP)<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a><\/u>.<\/p>\n<p>Objektivi i APP-s\u00eb \u00ebsht\u00eb t\u00eb rris\u00eb kompetencat e p\u00ebrfaq\u00ebsuesve t\u00eb krah\u00ebve rinor\u00eb t\u00eb partive politike p\u00ebr krijimin dhe ndikimin e politikave publike. APP ka p\u00ebr q\u00ebllim t\u00eb rris\u00eb njohurit\u00eb dhe aft\u00ebsit\u00eb e p\u00ebrfaq\u00ebsuesve t\u00eb krah\u00ebve t\u00eb t\u00eb rinjve t\u00eb partive politike n\u00eb:<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 identifikimin e problemeve t\u00eb komunitetit n\u00eb m\u00ebnyr\u00eb pjes\u00ebmarr\u00ebse dhe inkluzive;<\/p>\n<p>&#8211; \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 hartimin e p\u00ebrgjigjeve t\u00eb politikave t\u00eb bazuara n\u00eb prova dhe vlera p\u00ebr problemet e komunitetit;<\/p>\n<p>&#8211; \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 prezantimi dhe komunikimi i reagimeve t\u00eb politikave, p\u00ebrfshir\u00eb zhvillimin e brifingjeve politikave,<\/p>\n<p>&#8211; \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 lobim p\u00ebr zbatimin e politikave publike;<\/p>\n<p>&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 hartimin dhe zbatimin e nismave inovative p\u00ebr t\u00eb diskutuar zgjidhjet e politikave t\u00eb identifikuara me komunitetin<\/p>\n<p><a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a>Informacione m\u00eb t\u00eb holl\u00ebsishme rreth APP-s\u00eb dhe pjes\u00ebmarr\u00ebsve t\u00eb tij do t&#8217;u sigurohen Trajner\u00ebve dhe Praktikuesve t\u00eb zgjedhur.<\/p>\n<p>Objektivat e m\u00ebsip\u00ebrme arrihen p\u00ebrmes modaliteteve t\u00eb ndryshme t\u00eb t\u00eb m\u00ebsuarit dhe ai kryesori q\u00eb \u00ebsht\u00eb nd\u00ebrveprues, n\u00eb pun\u00ebtorit\u00eb e personave. N\u00eb total jan\u00eb parashikuar tre pun\u00ebtori t\u00eb p\u00ebrqendruara n\u00eb temat e m\u00ebposhtme:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>Cikli i Politikave Publike dhe Krijimi i Politikave t\u00eb Provave,<\/li>\n<li>Komunikimi i Politikave, Argumentimi dhe Prezantimi,<\/li>\n<li>Lidershipi, Lobimi dhe P\u00ebrfaq\u00ebsimi, Angazhimi n\u00eb Komunitet.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>Brenda tem\u00ebs s\u00eb lartp\u00ebrmendur, parimet e pjes\u00ebmarrjes gjith\u00ebp\u00ebrfshir\u00ebse t\u00eb grupeve t\u00eb cenueshme si t\u00eb rinjt\u00eb, grat\u00eb dhe personat me aft\u00ebsi t\u00eb kufizuara duhet t\u00eb p\u00ebrfshihen n\u00eb secil\u00ebn tem\u00eb.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 II.
